It is only in central London that the charges apply and it has certainly cut down traffic. The public transport system in and around London is pretty good, and the taxis are excellent, so it is possible to easily park outside the charging area unless the car is needed. The Embassies are all in a fairly small area of central London so I am sure mini-buses could be organised.

I think electric cars are exempt from the charge, but I am not certain about that and can't be bothered to look it up.
