In order to make a health insurance plan work the young and healthy need to sign up to offset the costs of those needing more medical care. Due to prohibitively high insurance rates the young and healthy are choosing to pay a penalty rather than by insurance through the affordable health care act.
While the motives behind the affordable care act were admirable (except for the politicians in the healthcare industry's pocket ) in that everybody should be able to get health insurance and to afford health insurance taking single-payer option off the table set up the program for failure.
