Sea lions are known for their curiosity and playfulness underwater, though probably because of their awkwardness, they are not nearly as approachable on land. Sea lions are highly intelligent and extremely social. Because of that they are are often called dogs of the sea. So it's not terribly surprising that they would be up for a belly rub.
